Jaipur, February 19, 2026: Under the leadership of Chief Minister Bhajanlal Sharma, the Rajasthan government has launched a major reform initiative to boost Ease of Doing Business and Ease of Living by reducing unnecessary compliance and regulations in a phased manner.
The reform roadmap, finalized under the direction of Chief Secretary V. Srinivas, focuses on simplifying rules across key sectors including land use, building and construction, labour, licensing, and public utilities to reduce procedural delays and regulatory burden on businesses and citizens.
Land Use and Building Reforms
The state plans to review and simplify land conversion requirements for certain categories by studying a model implemented in Andhra Pradesh. Amendments in building bylaws and master plans are being considered to allow mixed land-use development under the principle of “permitted unless prohibited.” Zone-wise prohibited-use lists will also be clearly defined to improve clarity and transparency.
Industrial and Infrastructure Push
To promote better utilisation of vacant land in industrial clusters, the government will liberalise land allotment policies, encourage affordable worker housing, and promote public-private partnerships for essential infrastructure such as waste treatment and fire safety systems. Building bylaws and fire safety norms will be rationalised by adopting global best practices, including revising height and setback regulations.
Single-Point Clearances and Licensing Reforms
The government is considering appointing nodal agencies as single-point contacts for issuing building-related clearances, industrial approvals, and health-related licenses. A working group will study best practices from other states.
