New Delhi/Assam | February 19, 2026 — Union Minister of Home Affairs and Cooperation Amit Shah will launch the second phase of the Vibrant Village Programme (VVP–II) on February 20, 2026, in Nathunpur village of Cachar district, Assam.
The initiative marks a significant step toward strengthening India’s border villages through a comprehensive, saturation-based and convergence-driven development approach. With a total outlay of ₹6,839 crore, VVP–II will be implemented across 15 states and 2 Union Territories.
Focus on Secure and Prosperous Border Communities
Aligned with the vision of Viksit Bharat @2047, the programme aims to foster secure, resilient and economically vibrant border communities. It seeks to ensure full and sustainable development of frontier villages by:
Upgrading critical infrastructure
Expanding access to essential services
Creating sustainable livelihood opportunities
The programme is designed not only to improve living standards but also to reinforce national security objectives.
Community Participation in Border Security
Beyond developmental goals, VVP–II empowers local residents to act as the nation’s “eyes and ears” in border areas. By strengthening community vigilance and engagement, the scheme is expected to contribute significantly to preventing cross-border crimes and enhancing internal security mechanisms.
Officials described the programme as a strategic integration of development and security, recognizing that empowered and economically stable border populations play a vital role in safeguarding national interests.
The launch in Assam underscores the government’s commitment to accelerating development in sensitive border regions while reinforcing the broader national vision for 2047.
