The Ministry of Parliamentary Affairs is actively encouraging student participation in legislative processes through Youth Parliament competitions, aimed at building a deeper understanding of democracy and parliamentary functioning among young citizens.
Youth Parliament Programmes Across Educational Institutions
In coordination with stakeholder organisations, the Ministry conducts Youth Parliament competitions in a wide range of institutions, including schools in Delhi, Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas, Eklavya Model Residential Schools, colleges, and universities. These initiatives function as awareness programmes rather than competitive exercises alone.
Their broader objective is to strengthen the roots of democracy by instilling discipline, encouraging healthy debate, and promoting tolerance for diverse viewpoints among students.
Building Democratic Values and Parliamentary Understanding
Through simulated parliamentary proceedings, students gain practical exposure to parliamentary practices and procedures, along with insights into how the government functions. The programme also familiarises participants with constitutional values, helping them develop the skills and mindset required to engage constructively in democratic life.
The Ministry emphasises that such exposure enables young people to understand democratic decision-making not just in theory, but through experience.
No Dedicated Public Platform for Pre-Legislative Consultation
The Ministry clarified that it has not created a separate, dedicated public platform for conducting pre-legislative consultations on draft Bills. However, transparency efforts continue through other means.
Annual Reports Available to the Public
As part of its disclosure practices, the Ministry regularly publishes its annual reports on its official website, ensuring that information related to its activities remains easily accessible to the public.
