Raipur, March 13:
The Chhattisgarh Legislative Assembly has approved grant demands worth ₹4,808.73 crore for the financial year 2026–27 for departments handled by Revenue Minister Tank Ram Verma. The allocations aim to strengthen revenue administration, disaster management, and digital governance services in the state.
Out of the approved amount, ₹3,502 crore has been allocated specifically for the Revenue and Disaster Management Department to enhance administrative efficiency and provide faster public services.
Key allocations approved
The approved grants include:
₹2,206.02 crore for land revenue and district administration
₹20.62 crore for departmental expenditure
₹2.94 crore for rehabilitation activities
₹1,272.99 crore for relief in natural disasters and drought-affected areas
₹1,306.14 crore for the higher education department
Replying to the discussion in the Assembly, Tank Ram Verma said the state government is focused on making the revenue administration more transparent, simplified, and technology-driven.
New sub-tehsils announced
The minister announced the creation of two new sub-tehsils to improve administrative access for citizens:
Vijaypur in Mungeli district
Devgarh in Surguja district
He noted that administrative restructuring has significantly expanded the state’s revenue framework. When the state was formed, Chhattisgarh had 16 districts, which has now increased to 33 districts, along with expansion of subdivisions, tehsils, and revenue circles.
Digital reforms in revenue services
The government is implementing several digital initiatives to improve service delivery, including:
Digital loan book (Digital Kisan Kitab) for farmers
Digitisation of land records
Auto diversion system for land-use change
Integration with public service guarantee systems
Under the Auto Diversion System, land-use change applications are processed automatically within 15 days, reducing the need for citizens to visit government offices.
Support for landless agricultural labourers
The minister highlighted the Deendayal Upadhyay Landless Agricultural Labourer Welfare Scheme, under which landless farm labourers and families engaged in traditional rural occupations receive ₹10,000 annual financial assistance.
₹496 crore was approved in 2025–26 benefiting around 4.96 lakh beneficiaries
₹605 crore has been allocated for 2026–27
Technology-driven agriculture monitoring
The state government also plans to introduce the UPHAR (Unified Platform for Agriculture and Rural Monitoring) scheme to monitor agriculture using satellite imagery, remote sensing, and drone technology.
The initiative will help estimate:
crop coverage
production levels
disaster-related crop damage
A budget provision of ₹25 crore has been made for the scheme.
Land rights under Swamitva scheme
Under the Swamitva Scheme, the government aims to provide property rights to rural residents.
The state has set a target of issuing land ownership documents to 10.5 lakh beneficiaries, out of which 1.6 lakh people have already received property cards.
Automatic mutation after property registration
The state has also introduced auto-mutation of land ownership after property registration, ensuring that ownership records are automatically updated once property registration is completed.
