Chief Secretary Anurag Jain on Thursday reviewed departmental action plans and targets, urging senior officials to work with renewed energy in line with Chief Minister Dr Mohan Yadav’s Vision 2047 – Developed India, and to ensure Madhya Pradesh’s meaningful contribution to this national goal.
Addressing a meeting at Mantralaya Vallabh Bhavan on the first day of 2026, Jain emphasised that departments must adopt the principles of “Ease of Living” and “Ease of Doing Business” to make citizens’ lives, employment and business activities simpler, smoother and more accessible. He called for necessary reforms and rationalisation of rules and laws to achieve this objective. On the occasion, senior officers extended New Year greetings to the Chief Secretary and Director General of Police Kailash Makwana.
The Chief Secretary directed departments to complete targets set for the next three months within stipulated timelines and to prepare mission-mode action plans for the financial year 2026–27. He noted that a rolling budget framework will be in place until 2028, and departments are expected to formulate three-year plans aligned with the state government’s priorities of welfare of the poor, farmers, youth and women empowerment.
Madhya Pradesh Among Top Five States
Jain congratulated officials for Madhya Pradesh being ranked among the top five performing states at the recent Chief Secretaries’ Conference chaired by the Prime Minister. He shared key takeaways from the conference and directed departments to work on the national agenda linking human resource development with Viksit Bharat. He also stressed reviewing and redesigning outdated laws framed before 1947–50 to make governance more citizen-friendly.
Timely Completion of Major Projects
The Chief Secretary instructed that all major ongoing and upcoming projects must be accorded top priority, with strict adherence to timelines through effective project time management plans. He called for regular reviews—weekly, monthly, quarterly or even daily if required—and clear target-setting for both officials and executing agencies.
Learning from Incidents, Ensuring Permanent Solutions
Expressing concern over a recent incident in Indore, Jain directed officials to ensure such incidents are not repeated. He stressed swift activation of relief and rescue mechanisms and asked departments to conduct comprehensive assessments to identify local, long-term solutions to prevent recurrence.
Strengthening MP e-Seva App
Jain asked all departments to further strengthen the MP e-Seva App, launched in November, to enhance public service delivery. Currently, over 500 services are available on the app. Plans are underway to expand this to 1,200 citizen-centric services by January and 1,800 services by March-end.
