Planned urban development plays a crucial role in achieving the goals of a Developed Rajasthan by 2047. It accelerates economic activities, drives consistent improvement in infrastructure, and increases investment and employment opportunities. In line with these goals, a Cabinet meeting chaired by Chief Minister Shri Bhajanlal Sharma approved the New Rajasthan Township Policy, aiming to position Rajasthan as a leading state in organized urban development.
Better Living Standards for Citizens
The provisions of the Rajasthan Township Policy 2024 pave the way for the creation of such townships where residents can enjoy an enhanced quality of life — from morning walks in parks to systems for rainwater harvesting and waste-water recycling. The policy mandates green zones in all projects. For consistency across residential schemes, a provision of 7% for parks and playgrounds, and 8% for utility zones has been made.
Housing for the Underprivileged – Realizing Antyodaya Vision
The policy strongly emphasizes ensuring housing access for the needy. A key feature includes allocating reserved plots for EWS (Economically Weaker Sections) and LIG (Low-Income Groups) through local bodies. This provision will ensure transparent and fair housing availability for eligible individuals. Additionally, industrial projects are required to reserve a minimum of 5% of land for worker accommodations near industrial units, reducing commute times and enhancing productivity.
Protection of Consumer Rights
The policy imposes accountability on developers and ensures well-equipped housing for residents. To ensure maintenance of amenities post-project completion, developers must retain 2.5% of plots as mortgage until a Completion Certificate is issued or the handover to a Residents’ Welfare Association (RWA) occurs. A mandatory maintenance fee for upkeep of internal infrastructure is also included. Furthermore, a State-level Committee will be established for implementation, monitoring, and review of the policy to ensure quick resolution of urban planning challenges.
Promoting Vertical Development
Continuous urban expansion limits land availability, making vertical development essential. The new policy encourages the construction of multi-storey housing, allowing more residences within limited space and accommodating more people. The policy also supports mixed land use, group housing, flat-based housing, integrated schemes (combining plotted, group, and flat housing), and commercial zoning through the development of sub-city centers, district centers, and community centers.
Improved Connectivity with Sector Roads
Special provisions have been made for the development of major sector roads. In urban areas across the state, land acquisition for sector roads and adjacent commercial strips can be carried out through mutual agreements, modeled on the Jaipur Development Authority’s Sector Commercial Policy.
Focus on Clean Energy and Water Conservation
The policy also promotes the establishment of solar and wind energy plants. It removes the requirement for recorded access roads or minimum access road width in land records for these plants. Additionally, water resource conservation is a key focus, with mandatory buffer zones around natural water bodies like rivers, lakes, ponds, canals, and seasonal drains to ensure their preservation.
This comprehensive township policy sets a strategic framework to drive sustainable and inclusive urban growth across Rajasthan.
