The Department of Administrative Reforms and Public Grievances (DARPG), under the Ministry of Personnel, Public Grievances and Pensions, has released the 31st edition of the monthly NeSDA ‘Way Forward’ report for States and Union Territories, detailing the status of e-service delivery across the country for November 2025.
According to the report, 23,934 e-services are currently available across States and Union Territories, with the largest share—8,463 services—belonging to the local governance and utility services sector. During November alone, 15 new e-services were added by States and UTs.
A key highlight of the report is the strong uptake of mandatory services. Twenty-one States and Union Territories have achieved over 90 percent saturation across 59 mandatory e-services. These include Andaman and Nicobar Islands, Andhra Pradesh, Chandigarh, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Jammu and Kashmir, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Meghalaya, Punjab, Rajasthan, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand, and West Bengal.
Several States have also achieved 100 percent service delivery through their dedicated portals. These include Assam (Sewa Setu), Jammu and Kashmir (e-Unnati), Karnataka (Seva Sindhu), Odisha (Odisha One), Uttarakhand (Apuni Sarkar), and Kerala (e-Sevanam). Additionally, more than 90 percent of services are delivered through integrated portals in Chandigarh, Delhi, Haryana, and Rajasthan.
The report identifies comprehensive service delivery portals of Central Government ministries and departments—along with platforms such as the National Career Service (NCS) and Shram Suvidha—as examples of best practices.
