Key highlights of the report are as follows:
A total of 24,090 e-services are being delivered across States/Union Territories. Of these, the majority (8,656 e-services) pertain to the local governance and utility services sector.
In November 2025, States/Union Territories added 156 new e-services.
Twenty-one States/Union Territories—Andaman & Nicobar Islands, Andhra Pradesh, Chandigarh, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Jammu & Kashmir, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Meghalaya, Punjab, Rajasthan, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand, and West Bengal—have completed more than 90 per cent of the 59 mandatory e-services.
Portals delivering 100 per cent of services include Assam (Sewa Setu), Jammu & Kashmir (e-Unnat), Karnataka (Seva Sindhu), Odisha (Odisha One), Madhya Pradesh (MP e-Seva), Uttarakhand (Apuni Sarkar), and Kerala (e-Sevanam). More than 90 per cent of services are delivered by four States/Union Territories through their identified integrated service delivery portals—e-District Chandigarh, e-District Delhi, SARAL Haryana, and e-Mitra (Rajasthan).
The comprehensive service delivery portals of Central Government Ministries/Departments—National Digital Library of India (NDLI) and Central Government Health Scheme (CGHS)—have been showcased as examples of best practices.
As citizen interaction primarily takes place at the municipal level, the report highlights how city-level digital platforms are transforming service delivery and showcases select best practices from municipal portals in Puducherry and Guwahati.
This edition also presents domain-wise key recommendations by AKALAN across five assessment parameters for State/UT integrated portals.
