Jaipur, February 12: The Rajasthan Budget 2026–27, presented in line with Chief Minister Bhajanlal Sharma’s vision, places strong emphasis on youth development, employment, and entrepreneurship under the GYAN (Poor, Youth, Farmers, Women) framework. The budget aims to unlock large-scale job and enterprise opportunities, energising youth participation in achieving the Viksit Rajasthan @ 2047 vision.
To realise the goal of making youth job creators rather than job seekers, the Chief Minister Yuva Swarozgar Yojana will provide loans up to ₹10 lakh with 100% interest subsidy and margin money support. With an allocation exceeding ₹1,000 crore, the government targets benefiting 30,000 youth under the scheme.
Rajasthan State Testing Agency (RSTA) to boost transparency:
To strengthen transparency and curb paper leaks, the state will establish the Rajasthan State Testing Agency (RSTA). Online-enabled testing centres will allow recruitment exams throughout the week, ensuring smoother academic schedules and improved exam management.
Startup and skilling ecosystem strengthened:
Startup growth will be supported through mentorship and technical assistance, including the iStart Ambassador Programme and the Vibrant Programme across selected colleges in every district. The Dream Programme will offer technology-driven career guidance, digital mentoring, and employability skills to students. Additionally, the Rajsavera initiative will promote a drug-free Rajasthan.
To enhance employability, Rajasthan will introduce an Outcome-Based Skill Impact Bond, where payments will be linked to job placement results. Around 1,000 youth will receive foreign language training (English, French, Japanese, German, Korean) for global opportunities in hospitality, IT, and healthcare sectors. Further, 20,000 workers from the unorganised sector will be certified under Recognition of Prior Learning (RPL).
Tech and vocational push:
New Techno Hubs featuring AI, DeepTech, Data, and Tinkering Labs will be established in Ajmer, Bharatpur, and Kota with an allocation of ₹30 crore. Skill Development and Vocational Training Institutes will be set up in every district, while 500 additional schools will introduce vocational education under the School-to-Work programme, supported by ₹51.10 crore.
Inclusive entrepreneurship:
Under the BRUPY scheme, 2,500 SC/ST youth will be supported, building on ₹222.95 crore loans already disbursed to 890 beneficiaries. The Youth Entrepreneurship Promotion Scheme has also approved ₹764.43 crore in loans to 706 units, reinforcing inclusive economic growth.
