New Delhi, 23rd September 2026: NABARD, New Delhi Regional Office organized a “Stakeholders Meet: Issues and Challenges in Issuance of KCC” on 23rd September 2026 at NABARDTower, Rajendra Place, New Delhi, bringing together Shri D. Sah00, General Manager & Convener, SLBC; Dr. S. Shanmuguvel, Director, Animal Husbandry Department, Government of NCT of Delhi, Dr. Ubaid Khan, Deputy Director, Agriculture Department, Governmentof NCT of Delhi; Shri Tushar Jadhav, Deputy General Manager, Reserve Bank of India; Dr. Ritu Singh, Subject Matter Specialist, KVK Ujwa; Officials from Banks & Govt. of NCT of Delhi; LDMs, LDOs of RBI and DDM-R of NABARD.
Delivering the keynote address, Shri Nabin Kumar Roy, Chief General Manager, NABARD, emphasized that enhancing farmers access to Kisan Credit Cards remains a priority and called for coordinated efforts among government departments, banks,cooperatives and development institutions. He highlighted the need to address field-level bottlenecks through collaborative and innovative approaches to ensure timely and affordable credit to eligible farmers.
Director, Animal Husbandry urged the Banks to extend the credit to the cattle owners of Delhi & invited banks to the Dairy Colonies. Joint Director, Agriculture Department informed the participants that Delhi has about 20,000 landownerscultivating nearly 28,000 hectares of net sown area and reportedly very less coverage under KCC.
Speaking on the occasion, Shri D. Sahoo, General Manager & Convener, SLBC, assured the house that issues relating to KCC coverage would be placed on the agenda of the forthcoming SLBC meeting to ensure sustained institutional attentionand follow-up.
During the deliberations, participants identified several impediments affecting KCC issuance, including inadequate or unreliable girdawari records, unclear cultivation rights, fragmentation of landholdings, incomplete mutation processes,lack of land demarcation and the prevalence of oral lease arrangements.
Deliberations flagged alternate Credit delivery models involving tenant farmers, oral lessees, sharecroppers and farmers organized under Self-Help Groups (SHGs) and Joint Liability Groups (JLGs). Extension of KCC provisions for animal husbandryand fisheries activities by RBI since July 2026 was also discussed with stakeholders emphasizing the need for greater awareness and streamlined implementation through institutional mechanisms, including documentation and credit facilitation camps.
Joint efforts by all the stakeholders would help developing a favourable ecosystem for pushing short term Agri & allied credit in GNCTD.
