Defence Minister Rajnath Singh and his Russian counterpart Andrey Belousov co-chaired the 22nd session of the India–Russia Inter-Governmental Commission on Military and Military-Technical Cooperation (IRIGC-M&MTC) at Manekshaw Centre, New Delhi, on December 4, 2025.
Both sides reaffirmed that India–Russia relations are built on deep trust, shared principles, and mutual respect. The meeting was held ahead of the upcoming 23rd India–Russia Annual Summit between Prime Minister Narendra Modi and Russian President Vladimir Putin.
Focus on Defence Industrial Cooperation
Rajnath Singh reiterated India’s commitment to strengthening indigenous defence capabilities under the vision of ‘Aatmanirbhar Bharat’, emphasizing capacity building for both local production and exports. He highlighted the need to explore new avenues of collaboration in niche and advanced defence technologies.
Russian Defence Minister Andrey Belousov stressed on deepening bilateral defence ties rooted in decades of friendship and strategic cooperation. He stated that the Russian defence industry is ready to support India in achieving greater self-reliance in defence manufacturing.
Belousov also invited Rajnath Singh to co-chair the 23rd IRIGC-M&MTC session in Russia in 2026.
Protocol Signed; Tribute at National War Memorial
Both ministers signed the official protocol of the 22nd IRIGC-M&MTC, outlining current and future areas of defence cooperation.
Prior to the meeting, the two leaders laid wreaths at the National War Memorial in New Delhi, paying tribute to the brave soldiers who made the supreme sacrifice for the nation. The visiting dignitary was also accorded a Tri-Services Guard of Honour.
