Gram Panchayats, as local government institutions, fall under the State List of the Constitution, making States and Union Territories primarily responsible for providing computers. To support this effort, the Centre supplements State initiatives under the Rashtriya Gram Swaraj Abhiyan (RGSA) by providing computers and related equipment on a limited scale, with special focus on North-Eastern States.
As of now, 2.07 lakh out of 2.64 lakh Gram Panchayats across the country have been computerised. States and Union Territories including Goa, Himachal Pradesh, Jammu & Kashmir, Karnataka, Kerala, Maharashtra, Rajasthan, Uttar Pradesh, West Bengal, and Ladakh have reported 100% computer coverage. RGSA funds are released based on approved Annual Action Plans, and States may also use Finance Commission grants and their own resources for digital infrastructure.
