The State Government has issued an order and has decided to start Rajiv Gandhi Jal Sanchay Yojana- Phase II. State level and district level committees have also been constituted by the government in this regard.
According to the order issued by the Department of Administrative Reforms (Section-3), Pucca Anicut, MIT, W. HS and MS Various objectives will be fulfilled including building tea, creating awareness about water conservation, increasing the ground water level, increasing green area in the state by doing intensive plantation.
For effective implementation of the scheme, a state level committee has been constituted under the chairmanship of the Chief Secretary. In which the Additional Chief Secretary of Rural Development and Panchayati Raj or the Principal Secretary to the Government will be the Member Secretary. In the committee, the principal government secretary or government secretary of various departments including Public Works Department, Agriculture, Finance, Industry, Public Health Engineering, Tribes, Planning, Forest, Urban Development, Information and Technology, Panchayati Raj, Rural Development, Information and Public Relations and reputed Special invited representatives from technical institutions or research centers will be included as members. The committee will ensure effective coordination, convergence in various departments, redressal of difficulties in implementation of the scheme and effective monitoring of progress under the scheme.
Under this scheme, a committee has been constituted under the chairmanship of the District Collector for the implementation of the scheme at the district level also. The senior most officers posted at the district level of various departments will be the members of the committee and the chief executive officer of the Zilla Parishad will be the member-secretaries of the committee. District level committee meeting will be organized at least once in a month.
Monitoring and review for the effective implementation of the plan by the district level committee, making arrangements for the use of the resources of the corporate world and non-government organizations for water conservation and water harvesting works, from the amount available for the scheme out of the district action plan. Various works will be done including getting the work approved and done.
The tenure of both these committees will be till the period of Rajiv Gandhi Jal Sanchay Yojana – Phase II. The nodal department for the committees would be the Watershed Development and Land Conservation Department and the administrative department would be Rural Development and Panchayati Raj.
