The Rajasthan Transport Department is once again under the scanner as large-scale irregularities in issuing No Objection Certificates (NOCs) for vehicles have been exposed at Jaipur RTO-1. The modus operandi bears a striking resemblance to the Sawai Madhopur District Transport Office scandal uncovered earlier this year.
In the Jaipur case, from the initial data entry to verification and final approval, all steps—normally handled by different officials—were executed by a single staff member. As per transport department rules, the entry (inward) process should be handled by an Information Assistant, verification by the designated clerk, and approval solely by the District Transport Officer (DTO).
NOCs Issued in Minutes—Sometimes Seconds
Records reveal multiple instances where entries, verification, and approvals were processed within one or two minutes—sometimes in under 10 seconds. For example:
RJ14JY8040: Entry at 2:15 PM, verified and approved by 2:16 PM on January 27, 2025.
RJ14JC2089: Entry at 12:55 PM, verified and approved by 12:56 PM on January 20, 2025.
RJ45CN5948: Entry at 12:32 PM, verified and approved by 12:33 PM on January 29, 2025.
RJ14CF4819: Entry at 4:46 PM, verified at 4:46 PM, and approved at 4:47 PM on January 31, 2025.
Private Assistant at the Center of the Storm
The individual at the heart of this operation is Shankarlal Doodiya, the Private Assistant to RTO Rajendra Singh Shekhawat. Despite the rules mandating that only a DTO can approve NOCs, Doodiya was reportedly authorized to handle approvals as well—an outright violation. Interestingly, Doodiya has been promoted to the post of Private Secretary but continues to hold the lower-level designation of Private Assistant.
Scale of the Irregularities
According to documents obtained by Zee Media, between January 1 and May 9, 2025, a staggering 377 NOCs were issued in this unauthorized manner by Doodiya alone. Given his five-year tenure in the post, insiders fear the total number of fraudulent NOCs could run into the thousands.
Earlier Sawai Madhopur Case
The revelations mirror the Sawai Madhopur scam from May 2025, where ex-DTO Dayashankar Gupta was found to have processed all NOC steps himself, leading to the suspension of 10 transport department staff, including three DTOs. That case involved the fraudulent registration of old tractors under the “Ex-Diplomat” category.
Awaiting Action
The Transport Department is now under pressure to take decisive action against the Jaipur RTO irregularities, just as it did in Sawai Madhopur. Whether similar suspensions and investigations will follow remains to be seen.
