The Indian National Space Promotion and Authorisation Centre (IN-SPACe) does not maintain a separate registration process for start-ups, as this would duplicate the role of the Department for Promotion of Industry and Internal Trade (DPIIT), the Government informed Parliament.
As per the Startup India portal, 399 space technology start-ups—including those engaged in satellite development and launch vehicle technologies—are currently registered with DPIIT. IN-SPACe does not maintain state-wise data of these start-ups.
Providing details on start-up performance, the Government stated that Indian space start-ups have successfully launched seven satellites, 20 payloads, and two sub-orbital space vehicles to date.
To operationalise the Indian Space Policy–2023, IN-SPACe notified the Norms, Guidelines and Procedures (NGP) for authorisation of space activities on 3 May 2024. The NGP establishes a streamlined, transparent, and predictable regulatory framework for private sector participation, providing regulatory certainty to start-ups and other non-government entities.
The Government is also supporting Indian space start-ups in accessing international markets through a combination of policy and facilitation mechanisms. The Indian Space Policy 2023, together with a liberalised Foreign Direct Investment (FDI) policy for the space sector, offers enhanced financial and operational support for global expansion.
In addition, IN-SPACe actively engages with foreign governments and industry stakeholders to promote Indian space enterprises. It has hosted seven Space Days, led NGE delegations to major international events including the International Astronautical Congress (IAC), GSTCE Singapore, and the Kenya Space Expo, and organised industry roundtables and outreach programmes. These efforts have enabled Indian space start-ups to secure business engagements across more than 25 countries.
