The Election Commission of India released the Daily Bulletin at 3:00 PM outlining the latest progress of Special Intensive Revision (SIR) Phase II, currently in the enumeration stage from November 4 to December 11, 2025.
The bulletin highlights the distribution and digitisation status of Elector-specific Enumeration Forms (EFs) across States and Union Territories, ranked in descending order of completion.
Top Performers in EF Distribution & Digitisation
Lakshadweep achieved 100% EF distribution and 100% digitisation, covering all 57,813 electors.
Rajasthan also recorded 100% EF distribution and digitisation, excluding data from the 193-Ant Assembly constituency where SIR is postponed due to a by-election. Enumeration will begin there on December 8.
Goa, Andaman & Nicobar Islands, Chhattisgarh, Madhya Pradesh, and Puducherry reported over 99.9% distribution and 99.4%+ digitisation.
States with Significant Progress
West Bengal: 99.97% EF distribution, 99.43% digitisation
Tamil Nadu: 99.86% EF distribution, 98.69% digitisation
Gujarat: 99.94% EF distribution, 98.00% digitisation
States Requiring Additional Digitisation Effort
Kerala: 99.58% EF distribution but 96.32% digitisation. The final date for form submission is December 18, 2025.
Uttar Pradesh: 99.93% EF distribution; digitisation at 94.04%, the lowest among reported states.
Overall National Status
Total electors covered: 50.97 crore
EFs distributed: 50.93 crore (99.93%)
EFs digitised: 49.69 crore (97.49%)
Appointments and Operational Notes
Booth Level Officers (BLOs) are appointed by Electoral Registration Officers (EROs) with DEO approval.
Data for Booth Level Agents (BLAs) is updated as of November 29, 2025.
Recognised political parties have been advised to appoint more BLAs to strengthen field-level verification.
The Election Commission continues close monitoring to ensure timely completion of the SIR Phase II process across all states and UTs.
