Raipur, December 3, 2025 — The Chhattisgarh Cabinet, chaired by Chief Minister Vishnu Deo Sai at Mahanadi Bhawan today, approved major decisions including significant relief for domestic electricity consumers under the Mukhyamantri Urja Rahat Jan Abhiyan (M-URJA).
50% Rebate on Power Bills Up to 200 Units
The state government has expanded electricity bill relief with effect from December 1, 2025. Under the revised M-URJA scheme:
Domestic consumers will now receive 50% rebate on consumption up to 200 units per month, up from the earlier 100 units.
Consumers using up to 400 units per month will also get the rebate benefit for the first 200 units.
This extended benefit will continue for one year and is expected to help nearly 6 lakh consumers transition toward installing rooftop solar systems under the PM Surya Ghar Muft Bijli Yojana.
In total, 42 lakh domestic consumers will benefit from the enhanced rebate.
Additional Subsidy for Solar Installations
To promote solar adoption, the state government is providing additional subsidies under the PM Surya Ghar Muft Bijli Yojana:
₹15,000 subsidy for installing a 1 kW rooftop solar plant.
₹30,000 subsidy for 2 kW or higher-capacity systems.
Officials said this initiative would accelerate the shift from half electricity bills to near-free electricity in the coming years.
Procurement Norms Amended to Support Local Industries
The Cabinet approved amendments to the Chhattisgarh Store Purchase Rules, 2002 to boost procurement from local micro and small enterprises and ensure greater clarity in purchases through the Government e-Marketplace (GeM) portal.
The changes will simplify procurement procedures, enhance transparency, increase competition, and save time and public resources.
Two Key Bills Approved
The Cabinet also approved draft versions of two important legislative amendments:
Chhattisgarh Private University (Establishment and Operation) Amendment Bill, 2025
— Aimed at updating regulatory provisions for private universities.
Chhattisgarh Shops and Establishments (Regulation of Employment and Conditions of Service) Amendment Bill, 2025
— Intended to support Ease of Doing Business reforms and improve employment conditions across the state.
