
Social Justice and Empowerment Minister Shri Tikaram Julie said that bringing special persons in the mainstream of the society is the first priority of the State Government. He expressed the need to work for the upliftment and welfare of specially abled people with the mutual coordination of various departments. Mr. Julie said that the officers should ensure that the specially abled people get proper information about the schemes being run by the state government for them, so that they get full benefits of the schemes. He also called upon the common people to celebrate the festival of Diwali with special persons this time.
Mr. Julie was addressing a 2-day state-level workshop on the rights of children with disabilities under the provisions of the Rights of Persons with Disabilities Act-2016 organized under the joint aegis of Directorate of Persons with Disabilities and UNICEF at Hotel Clarks Amer, Jaipur on Tuesday. He said that such a system should be developed in the department in which the benefits of schemes reach the specially abled people automatically, so that they do not have to make rounds for it. He said that for the protection and empowerment of their rights, it is necessary that the laws made for them should be ensured in full compliance. He said that along with the state government, NGOs also play a big role in the upliftment of the specially-abled.
State Commissioner, Special Persons Shri Umashankar Sharma said that along with running various schemes for the welfare of the differently abled, innovations are also being done by the State Government. With the inspiration of Chief Minister Shri Ashok Gehlot, the ‘State Commissioner Aapke Dwar Mission Tehsil 392’ campaign is being run. Through this, by organizing camps in all the tehsils of the state, efforts are being made to solve the problems of specially abled people on the spot by attending them personally. He said that under this campaign, camps have been organized in 36 tehsils of Bikaner division and benefits have been extended to the specially-abled.
Government Secretary, Social Justice and Empowerment Department, Dr. Samit Sharma said that for the benefit of the schemes to all the specially-abled children in the state, it is necessary to identify them first. These children will get the necessary equipment at all times, only then they can be connected in the mainstream and they will be able to move ahead in life like a common man. He said that when the specially abled people will get equal place and respect in the society, only then they will move ahead and become a participant in the development of the state.
In various sessions organized in the workshop, for the welfare of specially abled children under the ‘Rights of Persons with Disabilities Act-2016’, the challenges being faced in implementation of the provisions made for their health, education and their life and their empowerment for their empowerment. Presentations were given and discussed by the concerned departments.
On this occasion, Additional Director Directorate, Special Persons Dr. Narendra Chaudhary explained in detail about the rights of children with special disabilities under the provisions of the Rights of Persons with Disabilities Act-2016.
UNICEF State Head Mrs. Isabel Bardem, besides representatives of various NGOs, Social Justice and Empowerment Department, Medical and Health Department, Medical Education Department, Education Department, Women and Child Development Department, Child Empowerment Department, Rural Development and Panchayati Raj Officers of the Department and Public Health Engineering Department were present.
