On the occasion of National Consumer Day 2025, Union Minister for Consumer Affairs, Food and Public Distribution Shri Pralhad Joshi released a new Indian Standard titled IS 19445:2025 – Bomb Suppression Systems: Performance Evaluation and Requirements. The standard was unveiled at Bharat Mandapam, New Delhi.
The standard has been developed to strengthen safety, quality, and standardisation in bomb suppression operations. It was formulated following requests from the Ministry of Home Affairs and the Defence Research and Development Organisation’s Terminal Ballistic Research Laboratory (TBRL), in view of the increasing deployment of bomb suppression systems across security and civilian agencies and the absence of a dedicated Indian standard in this domain.
IS 19445:2025 provides a comprehensive framework for evaluating the performance of bomb suppression systems, including bomb blankets and bomb baskets, particularly with respect to blast load and fragment impact. It clearly defines requirements related to testing equipment, test range conditions, evaluation procedures, test methods, acceptance criteria, and certification processes. The standard is intended to serve as a common reference for manufacturers, testing agencies, and procurement authorities to ensure uniformity in testing, certification, and procurement.
The standard has been developed through a consensus-based process under the Civilian Use of Arms and Ammunition Sectional Committee, with the Bomb Suppression Systems Panel constituted under the convenorship of TBRL, DRDO. The development process involved extensive participation from defence and internal security agencies, central and state government organisations, research and development institutions, and public and private sector manufacturers.
While aligning with globally accepted performance concepts and international best practices, the standard has been tailored to Indian threat scenarios, ammunition types, and operational environments. This approach ensures global compatibility while maintaining national relevance and supporting Indian manufacturers in enhancing international competitiveness.
