Additional Chief Secretary Mines, Petroleum and Water Dr. Subodh Aggarwal has informed that the state government has started the auction process of 53 royalty contracts at 27 places on e-platform for recovery of revenue due on the mineral coming out of mining leases. He said that the online auction of royalty blocks would be held on the e-portal of the Government of India from October 19 to October 21. ACS Dr. Subodh Agrawal informed that Royalty Collection Contract (RCC), Access Royalty Collection Contract (ERCC), District Level Mineral Foundation Trust (DMFT), State Level Mineral Foundation to be recovered from mining leases issued by Mines Department Exploration Trust (RSMET) etc. He said that the e-auction notice of these contracts with a reserve amount of more than Rs 400 crore was issued on October 8. These contracts for recovery of RCC, ERCC, DMFT and RSMET are related to recovery of revenue from mines under the jurisdiction of 27 MEs, Assistant Mining Engineers in different districts. These include Jaipur, Ajmer, Jodhpur, Barmer, Sirohi, Nagaur, Bhilwara, Jhunjhunu, Sri Ganganagar, Hanumangarh, Pratapgarh, Nimbahera, Amet, Kota, Karauli, Sojat City, Beawar, Bundi, Chittorgarh, Dausa, Kotputli, Alwar, Dungarpur, Rajsamand, The mining leases, quarry licenses, and permit areas located in Jhalawar, Baran, Churu, Rupwas, Ramganjmandi, Jaisalmer and Tonk districts are related to collection of royalty etc. of various minerals.
ACS Dr. Aggarwal said that these contracts are mainly minor minerals granite, gypsum, marble, masonry stone, quartz, felspar, kelstein, soapstone, silica sand, cheja stone, dimensional stone, kaolin, rhyolite, red ochra, yellow ocher, patti katla. The fees of RRC, ERRC, DMFT, RSMET etc. are being paid for collection of royalty from the mines of , China Clay, White Clay, Ordinary Khadia etc. A transparent system on the e-platform has the potential for healthy competition from auctions as well as revenue growth. After the auction, the contract cannot be transferred, sublet or surrendered to anyone else.
Dr. Aggarwal informed that any person from anywhere in the country and the world can participate in this e-auction process, so that the departmental website for e-auction of 53 royalty contracts of the state through the transparent system of e-auction. Along with the detailed information on the online auction of minerals by the Government of India, information about e-auction has been made available on the MSTC portal. Those interested in participating in the e-auction will have to register on the Government of India portal, whereas the already registered person, firm or company will not need to register again.
