Prime Minister Narendra Modi moved the motion for Birla's election, which was seconded by senior BJP leaders and its allies, including TDP, JDU, Eknath Shinde's Shiv Sena, and Chirag Paswan. However, the NDA and the opposition were unable to reach a consensus on the matter. On Monday night, Defence Minister Rajnath Singh met with Congress President and Leader of the Opposition in the Rajya Sabha, Mallikarjun Kharge, and other opposition leaders to seek agreement on Birla’s nomination.

Congress sources indicate that Kharge raised the issue of the Deputy Speaker during their discussion and was told it could be addressed the following morning. However, just before the noon deadline for Speaker nominations on Tuesday, the ruling party sought signatures on Birla’s nomination papers without providing a commitment regarding the Deputy Speaker issue.
